After 2011, "a Federal agency may not accept, for any official purpose, a driver's license or identification card issued by a state to any person unless the state is meeting the requirements" specified in the REAL ID Act. States remain free to also issue non-complying licenses and IDs, so long as these have a unique design and a clear statement that they cannot be accepted for any Federal identification purpose. The federal Transportation Security Administration is responsible for security check-in at airports, so bearers of non-compliant documents would no longer be able to travel on common carrier aircraft without additional screening[12]. People born on or after December 1, 1964, will have to obtain a REAL ID by December 1, 2014. And, as Casey Wian now reports, the federal government acted in spite of concerns that the plan would create a safety hazard on this nation's highways and threaten our national security. (BEGIN VIDEOTAPE) WIAN (voice-over): Literally under the cover of darkness, the Transportation Department late Thursday launched its one-year pilot program that will allow hundreds of Mexican trucks unrestricted access to U.S. highways, that despite the objections of Congress, trucking unions, and border security advocates. TODD SPENCER, OWNER-OPERATOR, INDEPENDENT DRIVERS ASSOCIATION: The arrogance and the attitude that we're witnessing right now, that's going to try to shove this program through, open up the border, regardless of the views of the American people, regardless of the views of the Congress. WIAN: Since 1982, most Mexican trucks have been restricted to 25-mile cargo transfer zones near the border.                 <description><![CDATA[Starting next year, airline passengers will be barred from boarding planes if they refuse to provide their full name and birth date, the Transportation Security Administration has announced. The policy seems to be based upon the national security assumption that terrorists dont know how to lie. "You have to give this information," Transportation Security Administration chief Kip Hawley warned USA Today. The rule will "dramatically reduce" the number of people hassled at airports because their name resembles a terrorist's on the government watch list, Homeland Security Secretary Michael Chertoff told USA Today. Comparing a passenger's first, middle and last name and birth date to the watch list will eliminate "most" false matches by more precisely identifying a passenger, Chertoff said. Travelers now must give airlines only a last name and first initial. Airlines must collect the new information starting in July for flights originating or ending in the USA. The requirement also applies to any flight traveling over the country, such as from Canada to Mexico. Security expert Bruce Schneier said it won't improve security because terrorists could buy a ticket using someone else's name.]]></description>
